    Al Maktoum International Airport – Three Major Packages Have Been Released For Tender

    Further to the award and official start on site for the enabling packages; grading and logistics, in July and November of 2016, the works have been progressing well for the preparation to receive the upcoming main construction packages related to AMI project.

    With the last two milestones met on site for the grading package during the past period; a quantity of 24.89% of cut and 28.59% of fill is completed on site so far.

    Finalization of the logistics package mobilization and surveying work are due soon as well. Installation of permanent fence and some grading of temporary roads are currently in progress.

    The subsequent period of time will mark the launching of three new main packages for AMI; which shall include the award of APM system package, the BHS system package, and the BHS Backbone structure package.

    The significance of these three packages stems from the important and viable role they play being some of the most complex systems of the airport. The three packages are designed to serve and meet the airport capacity up to its ultimate phase whilst meeting the highest technology, security, safety and environmental standards.

    The importance of the early procurement of these packages lay within the lead time required for their fabrication, installation, testing and commissioning driven by the scale of the project.

    The award of the BHS contract will spot the first milestone for the coming period and it will be followed shortly by the award of the BHS backbone contract which will start immediately on site to host the main Baggage Handling system (BHS) after advancement in fabrication.

    The three subject packages scope of work shall include the following:

    The Baggage Handling System (BHS) Package

    The Baggage Handling System (BHS) will be serving 134 contact stands and related active remote stands.

    The Contract is a Design-Build-Operate-and-Maintain (DBOM) part. The Scope of Work includes:

    • The conceptual design of the whole Ultimate Phase works of AMI to ensure system integrity and capacity along with future proofing are well taken care of.
    • The detailed design for The West Terminal Building, Phase 1A Concourse 1 and one node of Concourse 2 with the related remote stand operation.
    • The delivery, installation, testing and commissioning of the System serving the West Terminal Building and Concourse 1. A part of Concourse 2 are also be added.
    • Operation and maintenance of the above.

    AMI is aiming to provide a state-of-the-art baggage handling system that can exceed the travelers demand and ensure the efficient operation of the airport. It is to be noted that the subject BHS shall have the capacity to handle more than 220,000 bags per day between arrivals, departures, and transfers which constitute 70% of the airports traffic leading to a highly complex and one of a kind handling system.

    The package tender was floated back in June 2016 and the expected award date is imminent.

    Construction of the package will be completed by July 2024.

    The Automated People Mover System (APM) Package

    In light of AMI’s vision to provide a competitive, safe, and fast accessibility along with a reduction in the transport handling time of passengers inside the airport, The automated people mover (APM) system is designed with a 6-track configuration and is anticipated to be developed in several phases so as to facilitate the passengers’ movement and provide them with a great seamless and safe experience within the airport. The initial Phase will connect the West Terminal Building (WTB) to Concourse 1 and 2. The design of the APM will target the highest capacity, redundancy and safety to ensure the highest reliability and Level of Service possible. Environmental codes and practices are also being applied in line with the main mission of Dubai government and DAEP.

    The Contract is a Design-Build-Operate-and-Maintain (DBOM) part. The Scope of Work includes:

    • The conceptual design of the whole Ultimate Phase works
    • The detailed design for The West Terminal Building and Concourse 1 and one part of Concourse 2.
    • The delivery, installation, testing and commissioning of the System serving the West Terminal Building and Concourse 1. A part of Concourse 2 could also be added.
    • Operation and maintenance of the above.

    The APM package tender was released on the 1st of February, 2017, and the tender return date is planned to be by the end of May 2017, towards an award date by the end of July 2017.

    The BHS Backbone Package

    The BHS backbone is the structure constituting the main spine of the Airport. Running West from the terminal building towards the east and along the center of the midfield area. Around 4Km of tunnel system designed to host the BHS conveyors and connect the west terminal building with the concourses. The backbone shall also host the conveyors running between different concourses, for the transfer of bags. Additionally, the backbone will host the MEP/Telecom facilities; which will service its tunnel and will be located at the tunnel’s lower level.

    The BHS backbone is one of the major packages in the AMI as it involves heavy earth work above and below ground water table that will require adequate dewatering and waterproofing and will cover an area of almost 148,809 SQ.M. Besides , the Backbone construction will drive major planning and supervision measure so as to provide timely access dates as per set milestones and restrict the use of the site to areas within the contract limits and dedicated to each contractor working on site in parallel with the backbone contractor.

    The BHS backbone tender is currently in process and the tender return date is expected to be by the beginning of the second quarter of 2017.
